Double hung means there is a shutter panel over top another shutter panel. The top and bottom panels are hinged independently to the window opening. This adds more versatility to the window opening. You can open the top shutter panel and leave the bottom closed or vice versa. Double hung shutters are often referred to as tier on tier shutters. Make sure you have enough wall space to fold back the shutter panel. The shutter panels shouldn't be any wider than 24 inches.
